In a letter to Parliament dated September 25, 2026, the government launched the National Investment Institution (NII). Its mission is to help innovative companies that want to scale up but are struggling to secure sufficient financing. Initially, the focus will be on digitalization and AI, security, energy and climate technology, and life sciences and biotechnology. Invest-NL supports this decision but wants the NII to be able to respond to new economic opportunities and new financing challenges as well.

The government is adding €3.3 billion to the existing capital of Invest-NL and Invest International. This will provide the NII with approximately €6.6 billion in seed capital. According to the letter to Parliament, when combined with investments from private parties, this could result in a total investment volume of approximately €30 billion. The €30 billion represents a potential total investment volume; it is not a subsidy fund or a commitment to individual companies.

For companies, the NII can be particularly relevant when a promising technology is ready for a major next step, such as a large-scale funding round or the construction of its first production facility. The NII is intended to facilitate financing in cases where private investors currently consider the risk too high. However, an application will require a strong business case and the willingness of other financiers to participate: co-financing remains the guiding principle. The exact structure of the NII is still being worked out; in the meantime, Invest-NL and Invest International are continuing their current work.
